I'm Lior, and I do the work for my clients myself. That is one model. Big agencies with account managers are another. Both can work. The questions below help you tell a good one from a bad one in either shape.
Strip away the sales deck and roofer SEO comes down to five jobs:

Prices across the industry vary a lot and many agencies do not publish theirs, so I can only speak for mine with certainty. Here is what my plans include, so you have a real reference point when another agency quotes you.

How to use this table when another agency quotes you: ask them to list deliverables per month in the same format. If a quote is much higher, find out what extra you get. If it is much lower, find out what is missing, usually links, content, or anyone senior actually touching your account.
Roofing-only agencies know the trade well, but many of them work with many roofers, sometimes in overlapping markets. General agencies may not know what a tear-off or a supplement is. My view: the trade knowledge matters less than who is doing your work and whether they have a conflict. Ask a roofing specialist how many roofers they serve in your metro. Ask a generalist to explain your storm season back to you.

Many agencies charge somewhere in the range of several hundred to several thousand dollars a month, and many don't publish prices. My plans are $750, $1,500 and from $2,500 a month, with no contract.
Map pack and technical fixes can show movement in weeks. Competitive organic rankings in a big metro usually take months. Anyone promising a fixed date is guessing.
The best one for you is the one that passes the checklist above: named people, no long lock-in, you own your assets, and reporting on calls and jobs. Lists of "best agencies" are often written by agencies on the list.
I don't think you need to. SEO takes time, but a good agency can keep you month to month because the results keep you, not the contract.
They solve different problems. Leads are fast and rented. SEO is slower and owned. Many roofers use both while their rankings build.
